| Identity Consult was commissioned by Yorkshire Housing to undertake an options appraisal for the Flockton Court scheme, a 1970s city centre development comprising 110 flats and a row of shops. The development was proving difficult to let, and was in need of significant investment, and therefore the aim of the options appraisal was to review whether the scheme should be invested in, or the site re-developed.
Our team therefore assessed the site’s redevelopment potential, reviewing design opportunities, tenure mix, phasing, construction methods, and financial viability. We also looked at refurbishment options ranging from a minimal “decent homes” level investment programme, through to major remodelling. We undertook risk analysis, cost modelling, and scenario testing to ensure any option presented was feasible, deliverable, and aligned with Yorkshire Housing’s strategic objectives. We also considered planning policy, urban design, and community benefits to ensure proposals maximised both commercial and social value.
At the outset of the study, success factors for any future development were agreed and these were used to establish weighted criteria that were then used to assess each of the options, and provide an independent assessment through a comprehensive Options Appraisal. This took account of key factors such as capital costs, revenue costs, demand, and sustainability.
By coordinating consultants, facilitating informed decision-making, and producing a clear, actionable option appraisal, Identity Consult enabled Yorkshire Housing to evaluate all redevelopment options and present these to their Board. The outcome of the study was a recommendation to refurbish the existing building, allowing Yorkshire Housing to make a significant investment in the scheme with confidence that this was the most appropriate long term solution. |
