Description

Identity Consult were employed as Project Manager and Development Consultant on a housing led regeneration scheme in Grove Hill, Middlesbrough on behalf of a partnership set up between Thirteen Group (formerly Erimus Housing) and Middlesbrough Council. The scheme involved the demolition of over 500 problematic and low demand homes and the construction of more than 700 new homes along with improved retail provision and a new ‘linear park’.

A full options appraisal was taken of the existing housing stock, retail units and Council owned community buildings to identify the required areas of intervention for the regeneration project which led to a redline boundary which was then masterplanned. A number of community consultation sessions were held during both the option appraisal process and the preparation of a masterplan including newsletters, letter drops and drop in sessions.

Full financial appraisals were undertaken on the masterplan options and these were used, along with the results of community consultation, to arrive at a preferred option which was then formally adopted as a Supplementary Planning Document by the planning authority.

Thirteen subsequently delivered over 150 new homes following site assembly and clearance, with Identity Consult acting as Employer’s Agent and Cost Managers for the delivery phase of the project. In addition to this, funding was secured through working with the Environment Agency for the linear park and construction of this was completed in 2015.
